Perhaps non-profit hospital is the wrong wording, I was simply trying to focus on non-profits because you singled them out as being especially affected by non-compliant patients. Also, technically EMTALA applies to "participating hospitals." The statute defines "participating hospitals" as those that accept payment from the Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS). Regardless, EMTALA will have to be repealed if we are to fulfill your desire to deny all medical treatment to non-compliant patients, so it's a bit of a moot point in that regard. As an aside, I have to say I'm really looking forward to helping flesh out this solution you've proposed. One of the other Keyser's wise words made me realize that every solution, no matter how outwardly repugnant and unethical it may appear, deserves it's fair day in court. Desperate times calling for desperate measures and whatnot, right? So what's next? Keep the suggestions coming. Are you excited? I'm excited!

Personally I think there is a clueless gene that passes through the generations. I used to work with children, and through them had contact with their parents and grandparents. Invariably the high-maintenance and clueless children had similar parents and grandparents. Although they were a minority of the population we dealt with, they took up the majority of time to sort out. I'm sure that is the case with hospitals and toll booth operators and any other type of business - and they are probably the same high-maintenance people. How can we educate them? Commonsense Classes?

And that's part of the problem with keyser's scenerio. Of course the most non compliant patients can be the young and the old. So I'm afraid they'll be the first to get cut✂ with his death panels. Survival of the fittest!
You aren't born with all you should know written down in your memory banks. Come on I'm sure you've taken a psych class or 5 Keyser. People ARE their environment statistically speaking. And believe it or not, not ever person is born with your astounding IQ either. Common sense doesn't quite hit the mark with some incontrollable intelligence levels. I think that's where your fallacies lie. You think everyone should be just like you. Well they aren't and that creates boundless scenerios to deal with.

I don't think everyone should be just like me. Just think that almost everyone (exceptions like trisomy 21 AKA Down's syndrome) should be able to better themselves and learn more. Some just choose not to apply themselves. Laziness is just another form of stupidity. And yeah Johnny, most children shouldn't be labelled at least until mid-teens. Some are just lost causes.

Okay, you're the boss. Under the proposed SOTF medical directive, low IQ will be added as a factor which will automatically disqualify a person from receiving Medicare/Medicaid provided treatment and/or emergency treatment and stabilization. Regarding Westboro, I'm afraid we can't have any religious test in this legislation, the 1st amendment being what it is. On that same subject, are you sure you don't want to trim this thing down a little bit? I'm afraid we're going to get a lot of resistance from those hippies who take the equal protection clause of the constitution seriously. Just a thought.
