There was a summit held last night between Belial/BAIC and Gc3. The purpose was to find some common ground between them and start some positive communication, paving the way for coexistence in California. The tone was positive and there were a few terms that were agreed upon by all parties.
This does not mean that a truce was reached and by no means does this indicate that a waaaaaaaar is unlikely.
Here are the terms that were agreed to.

1. Clean up the forum threads to adhere to the new Service Agreement laid down.
The leaders of each group will be responsible for policing their own members comments.

2. Attacks on a persons "mobster" will not be viewed as an act of aggression unless the attacks are in excess of the daily maximum set forth by Nick. Also, multiple players (from the same crew) cannot work in tandem to attack a players mobster. This will be viewed as aggression.

3. Gc3 will be allows to create safe zones in California provides that they announce both the guidelines and locations of all safe zones.
These safe zones will be defended against attack by any and all mobsters by the group who created the safe zone.

4. Pretending to be someone else in order to gain access to another chat room will not be tolerated.
Respect your opponent. This is after all a game. -
Belial is only representing himself and is not affiliated with any alliance.

My understanding is that as long as the guidelines for the safe zones are adhered to, there are no restrictions for building within them.
Keep in mind that these safe zones are to help new players find their feet and NOT a source of money for the bigger players.

Okay. That's understandable. But in safezones you generally want to get some muscle around it to create/boost the newbies income per/hour. Now as for overshadowing a newbie's turf to collect protection; that should not be allowed. (and should result in getting booted)

That is correct Fish. Safe zones must be protected by bigger mobsters. I believe the way you worded that will be exactly how they will work.

To expand on this topic:
Personal verbal attacks in the Forums are unacceptable. This includes rants, accusations, tirades, cussing or swearing, spamming and unwarranted/baseless accusations against a player. Should these actions occur, please contact the respective group leader. They will take action accordingly. -
I think another caveat of the safe zone clause is that GC3 can claim any currently unoccupied territory OR any territory where their members already control through majority.

If there is a problem, then the one who is being attacked should PM the attacker for clarification. (A Public thread calling this person out should not be created for the clarification.)

BAIC has a "safe zone" but we have never called it that. It is our little Turf City. It is Lake Merritt area in Oakland. I dare anyone to try and find an ounce of white in there. While it is not 100% BAIC players, there is nobody that can move into it without either our knowledge or our approval. -
Bella, Gc3 Safezones work like this.
A location is chosen by a Gc3 Boss and he tells everyone nearby that he is creating a safezone.
and that this zone will be defended by him and allies.
as new people move in the income rises and the clumps of turfs become larger.
We always encourage everyone to plant turfs in the safe zones.
New players who show promise often become crew for this local boss who uses them to expand to neighboring areas and repeat the process. Fights happen when people move into the safe zone and dont respect the rules.
Ideal placement for these safe zones are places that will likely have lots of traffic but are not existing hot spots (unless this Boss is much stronger than any locals already hangin out there) -
And if another Group: CMS, Gc3, ECS, PSI, etc. tried to gain access, that will be viewed as "an act of war"

CMS has agreed to the terms outlined in this thread as well.
We will remain in this situation as mediators as long as we are needed or welcomed in that role.

So for clarification.......safe zones can only be accessed by "outsiders" with permission from the group who created it??
Anything else will be viewed as aggression??
