The best? ...for me, it's NaS.
He does stuff so unique at times,like the amazin storytelling e.g. Rewind, fetus, drunk by myself, I gave you power etc. He's got everything that pretty much makes good hip hop music.
Ice cube is up there too? Ben though he's focusin a little less on the rappin now...2pac ofc, biggie was up there, the old Jay z (reasonable doubt era) was crazy too. Wu tang had damn good tracks out too -
