I recently heard about this and I am trying to make sense of it all. Perhaps someone who is/was in the military or government can better explain this.
Why is the U.S. government buying up tons and tons of ammo? Especially hollow point.

It's the end of the fucking fiscal year. Government departments are spending out their budgets on expendables. It's practice ammo, not gonna be used for Obama to kill 174,000 citizens. sheesh. that writer needs to lighten up on the paranoia pills.

This has been going on for quit sometime. I have heard that even the TSA is buying up hollow points in the millions. I do not know what to think. Just not sure.

The official response is that it's for training purposes for the following year. I'm not so sure that I buy that explanation but it sure is screwing up my plans to restock my supplies! Shit, .308 rounds are high!!!

Gotta be a budgetary thing - they want to spend what they have so they can show they "need" the same budget for next year. Although I could have sworn the Feds use a fiscal year, not a calendar year, for their budget.
Maybe they know something we don't know. Or, at least only Greenman knows.

I they don't spend their allocation this year they get a budget cut next year. The ammo is for training and duty carry. The DHS press releases the article get their information from cote the ammo is part of a multi-year contract, that major detail is omitted from these articles. DHS is a huge agency with many sub-agencies, Border Patrol, CBP, ICE, Secret Service, and TSA to name a few.

All these agencies require their armed officers to qualify on a routine basis to demonstrate and ensure their proficiency with their duty weapon(s). I currently work for one of the aforementioned DHS agencies and formerly worked for another. In both cases weapons qualifications are conducted on a quarterly basis.
I personally qualify with four firearms every quarter, a rifle, a shotgun and two pistols. One pistol is for duty carry (overt) the other for concealed carry.

In addition to the qualification required, we also run through traing drills intended to make us consider "real life" senerios as opposed to "range training."
All this training is conducted using the same ammo we carry for duty. This is important, as any even slightly accomplished shooter knows, different ammo shoots differently. Without getting all ballistic geeky (and I could); a change in ammo, especially handgun ammo, often significantly changes the felt recoil. This changes the time required to reengage the intended target. It would also be a tragedy if an officer unintentionally loaded his/her weapon for "duty carry" with the less lethal training ammo; thereby putting their own, and other officers, lives at risk in a life and death moment. These among other reasons are why we train with the ammo we carry.

Now for some numbers.
CBP employees over 21,000 armed officers.
Border Patrol over 21,000 armed officers.
Secret Service over 8,000 armed officers and agents.
ICE is divided into HSI and ERO.
HSI has over 7,000 agents. I am unsure how many ERO agents ther are.TSA has the Air Marshals. Their numbers are not publicly available.
Earlier I left out the federal protective service (FPS). The fall under DHS as well. I don't know how many officers they have either.
Needless to say there are tens of thousands of armed officers and agents in DHS. All of them are required to qualify and train with their weapons on a routine bases.
These numbers do not take into account the ammo used for initial academy training, which often expends hundreds of rounds per training officer each day. Nor does it account for the ammo used to train and supply special tactics teams.

Now I will address some of the incendiary language used in the articles.
The following is a paragraph from Gen. Curry's article.
Obama is a deadly serious, persistent man. Once he focuses on an object, he pursues it to the end. What is his focus here? All of these rounds of ammunition can only be used to kill American citizens, though there is enough ammunition being ordered to kill, in addition to every American citizen, also every Iranian, Syrian or Mexican. There is simply too much of it. And this much ammunition can’t be just for training, there aren’t that many weapons and “shooters” in the U.S. to fire it. Perhaps it is to be used to arm illegal immigrants?

The third sentence begins, "All these rounds of ammunition can only be used to kill American citizens..."
I think the general has lost his faculties. "Can only, " is the general serious? The general cannot bring any other possible use for this ammunition to mind other than the killing of American citizens? If so no one should take anything this guy thinks seriously. -
