So I recently found out about this. In the 1980s a fishing boat in the firth of forth was lost. The official statement was that the nets caught telephone cables, pulling the boat back, swamping it and dragging it down with all seven crewmembers.
However later that day in the early hours of the morning a US submarine entered HMNB Faslane, this is not permitted under any peacetime corcumstances. After having emergency repairs done it promptly left, without any locals noticing.

The next day a friend of a close family friend of mine overheard conversations between high ranking officials at the base concerning the submarines repairs and telephone wires.

As it turns out the US submarine was practising illegal manovers in the firth, and whilst doing so caught it's bridge in one of the nets. This dragged the ship back, capsizing it and dragging it down to the bottom of the firth. The submarine could was forced to surface and was unable to submerge. It then had to enter Faslane naval base in the middle of the night for emergency repairs so nobody in neighbouring towns noticed. After the repairs it left.
This is not common knowledge. The families of the fishing boats crew do not know nor have they received compensation.

The knowledge of the submarine performing illegal manovers in an area they weren't allowed to dive in coming to light would of caused a shitstorm.

I can't be bothered to explain why submarines do not submerge in shallow water... Nor while they are not *designed* to operate illegally... Even while it would be unacceptable for one of our allies to port on our shores...
However, given the yanks propensity for 'friendly fire' a little collateral damage would not be uncharateristic!!

Submarines do routinely operate in waters where if they were found, it could be considered an act of war. They are designed to do this. They are designed to spy on enemy countries. That's why they were designed to go under water and be undetectable, not so they could follow everyone else's rules.
