It's not the FAA. I personally fly with my phone on every day, text and make calls from the air. I have never seen any navigation interference, so as far as my big boss (the FAA) is concerned, it's ok
47 CFR 22.925 is from the FCC. They ban cell use in airplanes. Doesn't say why, but they do.
Nice work mojo, part 6 of that FAR-AC says "recommended procedures". And we all know that sycophantic companies treat "recommended" as 'required' to curry favor or avoid wrath from the Feds. But ur right, they leave it up to each operator, thats why some airlines let you use your shit on the taxi in. As soon as you graduate to fixating on glass all day and geta windscreen fulla metal while Betty screams "DESCEND DESCEND!" you'll appreciate the value in people turning thier phones off. Those steam gauges don't care about MHz, but technically ur still breaking the law, and so do I ;)

There is actually an advisory circular for 91.21 (not sure if that's what you're referring to) that does address cell phone use, and it says that you really really shouldn't use phones in flight, but as an AC it's not regulatory.
I, and 95% of the general aviation community, do violate the FCC regulation. It's not the same as breaking a law, but is frowned upon. By the same token, most people speed in their car by at least a few mph every now and then knowing its a calculated risk that you're not likely to get in trouble over.
Even flying glass (garmin, avadyne, chelton aspen, and even proline 21 units) I have never seen any interference at all coming from phone use. Or anything else for that matter.
