Here's my definition of a bully. It's someone you don't like and want to exploit public opinion against them, the loser of a war is almost always recorded in history as the bully. And someone who uses scorched earth tactics

Point is, Saba, I agree with Belial Dramabot on this one, as a rule. Loot allows you to go against the norm. You can sometimes cap somebody stronger (I've done it) using ammo, but it's not a reliable source of strength.
As a general rule, you cap from smaller players.

Wars can be ended surrendering, although haven't really got any exp in that respect.About the aim - I think that depends on how you play. There are those who play this like a farming game, those who collect capos, those who read the forums, those who play this like a war game.

I'm glad you brought this up again. I'm so tired of seeing the word "bully" in the V forum, especially by players that certainly are not being bullied. I can tell you what bullying is not. Player attacks, capping a few turf, & collecting protection $ from someone should never be called bullying, IMO.
I think it is very hard to define a bully in a war game. I think I would call terrorist tactics bullying. I think trying to force 1 player to cap another could also be bullying.
