I don't think it's how many people someone killed its how they done it.

About Stalin making his own men starve.
Many if those guys were in the soviet army and St. petersburg (one of there biggest cities and former capital) and the Germans were trying to take over the winter during the winter.
He sent those men to stay in the city and not surrender the city because it was a cold Russian winter and the Germans were not ready for a snow storm and the cold weather and sure enough they left.
And about the starving part the Germans were surrounding the city so nothing can go in and they had eat what was in the city because they couldn't get any shipments. -

H H Holmes might not have killed as many as hitler or Stalin but he was just as bad if not worse. He killed the people himself and he hand picked his victims.
