Plus, why would it cost more to cap a turf with loot on it? The person capping the turf will already get the loot as a reward.

👆that. I think a minimum reward is unnecessary.
If you post a hit on a person and don't provide a reasonable or desirable reward for that hit, chances are no1 will accept the hit.

Ok, how about The Don sends you a message once somebody signs a contract; and when there is a hit on you; it sends the person with the hit on them "The Don has seen some shady business..watch your back."
As for mules, there is a cool down timer for hits between certain players; one hit a day and if this continues for a week it goes to one hit a week, etc -

The price could be determined on how big a player is say Mystery you might have to pay (random amount) 2mil vs a new player 5K

If the reward is not worth the trouble for the hitman, then chances are he/she will not accept an offer. The Hitman will see who the target is, so he/she can do some research on the player (check the profile to see mobsize and locations, find out if the have big friends or not, etc)
The hitman will not accept an offer of say 5k for a hit on say Mystery (sorry to use you as an example). It won't be worth the trouble.

someone willing but they have to hop, even a close one of 30 miles can cost 300 mil, third how much could u afford to pay for someone to take out 10 turfs, if they have to do a short hop it can cost 300 mil just to reimburse to hopping cost then more money for the job, 90% of the ppl that are big enough to cap me make 20-50mil an hour so I'm guessing they would only waste their time and resources and risk a big fight for a lot of money, and I'm guessing it's more then u could afford to pay.

Point taken. But think about it. Say I go to V section and ask for help against a bully. More often then not, the reply people get is just mob up. I agree sometimes they don't deserve help but sometimes they do. The off chance that someone does agrees; well if they are willing to help for free, they would be even happier to help for money or whatever else the reward is.
Some might take the need to hop some distance to fulfill the hit as a bonus. People are always looking for inventive to do things in this game (take punching codes - all the mob races)
Yes the rewards will need to be worth the effort but the worth is different for everyone. I don't think rewards will be an issue here.
If your offer is not appealing your hit won't be accepted. But that doesn't mean that you can't still uses Bs and ask for help in forums.

People that ask for help against a "bully" make me want to attack them. I've seen people get bullied. 99% of the people whining about it aren't being bullied.
Often you don't see players getting help because it's done by pm. Not everyone with a "legitimate" reason gets help; sometimes the timing is just off.

i like the idea but i dont want it implemented.
the bigger players with hundreds of billions of dollars would be able to gather tens or even hundreds of players using the hitlist to destroy a target for them. what if the bigger player was actually a bully or the cocky dumbass who started the who thing?

But couldn't this be an excuse to excess cap some one think about it. Player a places a bounty of 20K on 4 of player B's turfs. He won't just get 20k he also gets 6.8 million I think. For tearing 4 turfs down,

It's not against the TOS to have a second account. It is against the TOS to use it in a vendetta. So we could just make it against the TOS to use it for the hit list.

Ugh, CANDYMAN has a point. Hate to say it but you gotta remember the grudges held after the entire transaction is processed. Yup prolly not a good idea. Would probably ruin the game. My vote👎 sorry.

If some1 accepts a hit they will get paid for it. Obviously the payment needs to be worth it for them to accept the hit. That includes the possible aftermath of the target holding a grudge.
