Sometimes it takes a little while to show up as zero cost when u set up a new turf. Should show zero once the hour ticks over

Unless you mean you have bought all the point packs. In that case you are on the older version and should upgrade it to get unlimited packs

agreed. Go to missions and press get protection. Then you just pay a few hundred k and your done for a week. Alot easier personally.
