Where do temp codes come from?

Now, I know that Elves don't make them while we sleep and I know a Stork doesn't bring them wrapped in cloth, but where do temp codes come from?
I've seen people writing about the TW servers updating and generating these codes, but is it possible for regular folk (me) to find these without going to a code site? They must all get them from somewhere right?

I believe I read somewhere that they are given to the code sites by the developers to help new members have a chance. I would guess that's the only place to find them.

Tw team generate temp codes as thy no who comes into th game, Thy then pass them to sites, this is my best understanding of it. I also get mine in email
