El Duke is capo of Vatican City. I'll say that counts.

Rome is covered thickly with turfs. Hard to see the map under them all.

Shaggly Razors is capo of Monaco.

He gets around and has more mob for himself than my whole town combined.

Can't think of any other city countries off the top of my head.

You can be capo of a state but not country I believe. Though I'm capo of German rural areas and my title just says 'capo of'
