Capturing

Claimed using nearby turf. How does someone do that?
I've been reading, but I still don't know how to capture turf in other cities in order to take over and become capo.
I understand a bit about the influence/turf percentage. it's the distance I'm hung up on.
It will say I can't capture but location B is close enough. The I change my search using location B which was right next to the other, it still is too far.
