Turning a torus "inside out" gets you another torus. The torus is the Cartesian product of two circles, and the circle in the set of "smaller" circles at the point where you begin stretching, becomes the "outside" or "largest" circle, and vice versa.
These two torii aren't equal though, since there is no isometry mapping the outside of one to the inside of the other.

do u really think they know what a Cartesian product or what an isometry are?? LoL. It's still not clear by want he means by a 3dim torus. You seem to suspect, as I do, that he really means a 2dimensional torus. I think he is thinking about not just "turning it inside out" but identifying the points that are the points with their images after getting turned inside out. In that case you inside get a (2-dimensional) sphere.
