Refresh. Happened several times for me, as well as showing an error when running the mission.

Maybe it has something to do level? If not then keep refreshing I had a similar problem.

You need to be level 20+ to do the Warehouse Heist, and level 50 to do the Hijack a Cargo Ship missions.
