On the map (turf) click the plus sign in the top right ant it will show a green area where you can put a new turf. If your new I think you have to be level 5 before you can make a new turf. To check how many you can currently own it will show on your profile as a fraction eg 1/2 territories (1 out of 2 territories possible). As you get higher level if you go to the Market you can select the turf you want to upgrade and build more influence buildind structure.
