I meant thru college my bad I'm sorry for the confusionPublic universities receive state funding (I think federal funding too), donations from alumni, grants, etc and tuition is much lower than it would be although they are all struggling financially (I was on staff for several years).
Plus you can go to a junior college first, get a scholarship, student loan, work study, join the armed forces (GI Bill), get parents to help out... so I don't know how much more "free" you want college to be.
