Excluding if your at war with someone or a group. Why would you remove a one and only turf in a area from a player when the end result is actually a decreased area income?

no. that was always my rule, even when I was a relentless capper. I'd never lock a player out of an area unless I was in full blown war.

Yeah I got capped out of Calgary international by some random guy. Not at war, just placing some turf on vacation. So now the closest turf I have to that is all the way up in banff...

You mean a global economic crisis is possible in that area? 1 turf from 1 player isn't going to start a recession. Hypothetically speaking of course
