It would have to be like the police map though. Only usable on one turf. If it could be equipped and unequipped then it could be used waaaaay to harshly.

Swagger Upgrade: when equipped turf is equivalent to 2 turfs instead of 1. Will help if your trying to gain Capo status.

I suggested somthin that would increase the cap range of a turf but Belial shot it down because he said cap range is based off the targets influence or something.
