I'd find an old, reliable film SLR, something like a Pentax K1000. All manual so you are forced to learn how to adjust things to get the image you want.
Once you master that, then move up to something better.
I've seen quite a few get an expensive DSLR, and wonder why their pictures are mediocre, but they are just using it as an expensive point and shoot. -

There's really nothing better than film and it's cheaper. Get a body from the 70s. Glass too. If you go digital you can still get some fairly good bodies cheap like a nikon D90. The glass is always going to run high. Depends on your standards and what you are willing to sacrifice. If you are any hood in lightroom and photoshop you can make up for some of the bad quality there. I know lightroom fixes distortion with lenses. I've never used that feature because I one superb glass but I'm sure it works well because that program is excellent.
