A system restore should not effect your files :s unless you are planning on reinstalling windows? But a system restore is not the same as reinstalling windows

Have never had any luck with system restores... I work in IT and wouldn't recommend doing it to anyone, I find it never gets rid of the issue.
Corrupt windows file sounds about right like what vadan was saying. If one minute it's fine, the next it's not, you can scratch out most common problems eg virus, too many processes etc.
I really would suggest you backup your profile (my docs, favourites, desktop etc) and if you use outlook and have any archives they will be in your profile > local settings > microsoft > outlook....)
Then just wipe the system (do not just reinstall windows) format the disk first... Reboot, hit f12 and select DVD/cd.... Once you select the drive you wish to install windows on, I would delete the current partition so that the disk is clean.

I agree with buying a branded pc (every company does it) 'Sony, hp, acer, dell' that come with pre-installed bullshit which after 2 weeks will slow the machine down worse than a sumo wrestler in your Mercedes... -

I like to keep my startup and services clean too, click start, run, then type msconfig. Be very careful with what you disable in here, start with the startup tab and look each thing up online. 70% can be removed easy I bet, I can cut a PC's boot up time by half by cleaning that out, performance goes way up too.(That's what SHE said!)

This program is free. Also, do all your updates. If you are using IE get rid of the add ons. Download Firefox.
Also, install noscript. It is free and allows you to control what scripts are run on your browser. Also, how much free space is on your computer. You may have to much stuff. If so, get an external harddrive and move some of that stuff off your computer. If you where here I would fix it.
Going to Best Buy is a waste. Those gophers can't tie their shoes.
If you are running Vista I recommend upgrading to Windows 7.
