I would if that wouldn't drastically drop my income, probably into the negatives. And I'd sell off my guns, but that'd make weaker than I already am.

Mob up..buy non upkeep weapons..sell upkeep weapons..drop below limit..hop..cap..then buy upkeep weapons..wen fully armed..sell non upkeep weapons..cap some more...

Just had this same problem. I ended up buying a few, but I weeded out the ones that were making me the lowest income in each city I was a capo of without dropping enough that I would loose the capo status. When that was done, I still had a few too many so I just picked a city and dumped it.
All in all, I lost about 50k in income but gained 3 new capos with a couple more about to fall my way.

Just a suggestion, but you could wait til someone comes along and steal their turf? Obviously just an idea of course, but if you can't go back to the limit it might just be a good idea to mob up and wait til you can steal some more, expand that way >.
