Safe zones

What is this crap I'm seeing about safe zones? I attacked a property and then I get a note from ATLA asking why I attacked that property. I did so because I was playing the game. I also attacked because it said nothing about it being in a safe zone. Now ATLA sends me an "announcement" that any property inside a certain area is in a safe zone. If a property is in a safe zone then it needs to be labeled as just that. Also put it in the formal set of rules not just told to me and sounding like it was just made up.

If you mess with some big fish's income you'll get into hot water!! No way for you to know really until you attack/cap I suppose

If a bunch of players get together and decide it is a "safe zone", then it's a safe zone. Unless you got the mob to stand up to them. It's not a formal part of the game. Players do it so there can be an area where everyone makes max income. You are more than welcome to try and dispute it...but it might not work out so well. Maybe you should just hang out there and make some $$$
