Yes you can by jailbreaking and using udid faker. Then both accounts will be banned.

2 devices meaning 2. You can't, but if you get a new device contact nick to transfer it to the new device.

Yes I have my one account on my iPhone and iPad. I use the iPad when home but iPhone when traveling. No jailbreaking required.

Yes you can use 1 account on 2 or more devices as long as it's YOU that's using the devices to play turf wars
