Would it be a bad idea if inactives accounts were deleted after being unused for like 6 months ?

Yes because alot of income could be droped just mob up and cap them

I just think it's annoying when someone 25 levels higher than you is capo and isn't plYing when your working your ass off

On the missions page there is the button that says 'DO IT'. When you press said button you will gain experience. Well... That's how I did it. If anyone has a better way then speak up.

Wow Troggy, you started playing 2 1/2 years before TW was invented/released; that IS impressive!
That is a terrible idea. It would destroy tons of income! Buy police protection, cap the capo, or build more turf then him.
