To restart. To build up and have fun growing as a small player. Some big players get bored. Other reasons like new identity too.

i lost probably about 6-7 mob everytime i have logged in the past week and a bit

There's no fun left growing as a new player! Why would facing a 10k mobster who's gonna cap you seem like fun and excitement?

When people reset, it saves us money. 1 less gun n armor for everybody, it's up to the individual controlling the mob to juice as much income in the time permitted! Stam is money, don't cry if you waste it!
