Really, besides missions, tools are just a waste of money. I think that these tools, as just a few examples...

C4= destroys turfs to 0, or does heavy/extreme damage

Fake Bonds= When you are attacked, this acts as a sort of 'Shield' from them taking your cash, so they only take the bonds, which is worth nothing.

If you think this is a good idea, just post your opinion!

Fake bonds cost 600k. I'll gladly take those in a fight to sell for 300k

No, I suppose it would be hard to change, but I mean when another player takes the fake bonds, it would like, REDUCE 300k from you if you tryed to bank it.
