i was just reading about the solar flares and 11 year cycles. maybe this is a stretch, but is it possible the upcoming solar flares could impact GPS satellites so much that it significantly moves our positions?

There is a HIGHLY unlikely chance of blackouts, but satelites are at risk. Check NASAs website.

Not possible. GPS position is calculated by the chip in the phone, not by the sats.
