This is going to be something different not like other alliances which are dictatorships and are really just self-perpetuating autocracy's which exploit the work classes.
ASC is an anarcho-syndicalist commune or ASC. Each member would take a week and act as an executive officer for that week.
But all decision of that officer would have to be ratified at a special bi-weekly meeting. By simple majority in the case of purely internal matters. But by two thirds majority in the case of more complex matters.

Just sounds like unnecessary additional planning and chit-chat to me. Time that could be spent planning a war.

Sounds good in theory - but in practice it will be difficult or impossible to last. Too many areas for differential perspectives.
