That would depend on what kind of alliance you want to join.

Aggressive, defendive, protectionist, mocked, do nothing, tough guy wannabes, noobs...

You need to talk to the people in each one and find the one with the principles that mist match yours.

Emoji don't make the alliance, the players in it do. Most alliances want to see some kind of a track record that you've done something in the game and don't just admit anyone. I can only speak for CMS but I know our admissions are by invite only.
