Is it possible to be the capo of a complete state not just the cities with in the state?

Yes but only because there are dead spots in some states that replace no city with the state name.

So if I have enough turf in areas with no name and no city near is that what you mean?

NNOOO 😵 I know where some Cali only turfs are 🙍 can he at least make it so that the one with the most inf within the state gets capo? That'll at least be somewhat better
