When your birth certificate says so! I prefer the much simpler aproach... The other way could be fun though, but waste of my time!

But I think being born in the 90s is different than growing up in the 90s. I was born in '85, but I would consider myself more of a 90s kid, bc that's when I did most of my growing up. I dunno, I guess I'm on the cusp, I remember the 80s & 90s fondly, minus the fashion.

Ok well I said because your birth certificate says so... It will say that you grew up in the 90's if that means you were born in the 70's or 80's it would still mean you grew up in the 90's doesn't have to mean your birth ceritificate literally says 199X
