Euro iPod help

Can anyone help me here? I have a cousin that is here from Italy, he has an
iPod touch and it works over here fine. The last time he was here he bought an iPod touch and brought it back home and it didn't work there but worked here. Anyone have any idea how this works? -
How is it not working, as in what aspect?

Won't connect to the Internet and iTunes won't recognize it

Maybe it has something to do which iTunes country you assign it during first setup.

Mmmm, two different issues? Sounds like a broken iPod?

NTSC is the north American standard. Italy is on the PAL. They both use two different types of technology for each region. I'm not sure what causes the difference but certain things don't work if they get mixed between two regions. Basically, hold off buying any technology until your in the main region you live in. (sorry if I'm spelling region wrong)

Well, the iPod nano I bought in wallmart has pal and NTSC output, as does the iPhone I bought here in Qatar.
