Child tax credit expired

So the child tax credit expansion expires today. I’m sure many were counting on it continuing.
I don’t understand it. The government paid people monthly a tax credit on money they had already paid in taxes. So this costs the government a lot of money for personnel and systems to process the monthly payment.
Again, it’s a refund on money already paid…
How about not taking the money in the first place so a refund isn’t needed to be processed….
But that would mean a loss of jobs….
Never mind…

Seems like it would be more efficient to simply pay their own employees, MILLIONS of them, a reduced wage and call the federal tax portion even.
But yeah. Job loss at the IRS.
