I've been putting Whitey in the ER. He is sitting at level 99 and wants to get to 100 so ha can be reset.
This is a call for help. I can't do it alone.

Also, please be aware that you probably need a Mob size of around 7,500+ or yo won't give him any XP when you lose to him. And lose you will, he's a tough old mobster.

Just attack him, he needs the XP.
You might win some, Jman, I win about 1 in 3 fights v Whitey.
