Lower level player bonuses?

So I’m level 16 and some level 10 has been attacking me. I’ve put him in emergency a multiple times, how does the bonus he gets against me work?

Its only for a little while, as he levels up it goes away.

That was one of my early mistakes, attacking a person with a bigger mob but lower level. I didnt understand how he had 3k mob, i had maybe 1k but the don was helping him when i attacked him with a v.
