the capo in my city is "bob uloaf"..I can't cap his turfs cuz he's lvl25 even though I have a much larger mob / better weapons. but check out his profile, it says "exp 3034 / 2766" ... how come he hasn't leveled up to lvl 26?!?! I need him to be lvl 26 so I can cap

He is either inactive or hasn't been on recently to lvl up

It could be the fact that the points needed to level up has changed since the guy last played.

Those numbers arenotenough to indicate he's "def. inactive".

It's less than 300 points. That can easily be obtained in just an hour of attacks.

You can't be forced into leveling up. You have to gain the xp to match, kind of like turf limit.

Give him time to see if comes back on.

And a simple check of his profile will show that he planted turf just this week.
