Why are horse heads rated as only uncommon?

Thing is this loot being this common still allows casual capture (which I never do). While taking away war (which I do, do). War is the redeeming quality of this game and the only reason I play. This game has officially become turf hugs now.

That's a false statement. The prudent player will realize that they will hardly do a thing against casual capture. They won't affect that at all. It will only affect the war fighters. So players will save them for real wars.

Casual capping puts you over limit, but go for broke doesn't? How far over limit are you?

This isn't a tool for the casual capped or one who is casually capped. People will see that. They'll be most effective against bullies and in the early days of a war. War will drain these things fast. Aftter that, it will all be about strategic ad tactical use.

Still haven't got one. Overall not worried about them though. Got sent one while on a capping spree the other day and didn't even know until later because I just refilled and continued with my spree. In all fairness there should be a counter to it that refills stamina as well but not concerned wither way.
