Do inactive players continue to help Mobs? Or after a certain time do MOB numbers get reduced?

Yes they will always help you no matter if they are active or inactive. Once in your mob, always in your mob.

All their turf are still very helpful too for taxing and turf value.

Your answer In this game will always lead to mobbing up. So mob up. But keep In mind It’s really helpful not to cap Inactive player’s turf. Planting turf on those turfs would give you protection money and because the player Is Inactive you won’t get any complains. Also the more turf In a are the more value.
