Why am I paying protection?

If I’m paying protection in the city and there is no outstanding protection shown due in any of my locations why am I paying upkeep? (Note: I’m not paying anyone protection and earning protection from an abandoned turf)

You have defensive upgrades on those turf. Sell those and your upkeep will be gone.
Honestly, defensive upgrades don’t do a whole hell of a lot for you in the grand scheme of things anyway. Kind of like having NIck in your mob. Sounds like a good idea but in the long run, it’s pretty useless.
