So is it impossible for you/me to capture a turf that is influence 1?
I have all the conditions needed to capture a turf but the guy has 100k mob people. I have like 60 now from spamming codes for a few hours.

So is it impossible for me to ever take a territory from people with a higher mob than me?

Would this player be Mystery? Mob up and run missions until you can start a V. Once V started invite players to equal her mob count and then you can capture all the turf you want from her. Especially all her 1 influence pins. They are easier.

You can't even start a vendetta until you have120 mob. And then you can't invite large enough mobsters to beat 100k. So for now it's impossible. Mob up.

No, you can’t cap their turfs right now. As was said, if you mob up some and make allies, you could start a vendetta and cap. But otherwise, you’ll only really be able to war with people who are similar size. Punch codes and mob up, then get some turfs in the San Antonio airport so you can travel around the map.
