I see a lot of comments about not taking inactive account turf but how do I know if they are or not ?

Personally I think if there inactive they should be taken over

That’s because you aren’t thinking about the income boost that they provide. I suggest taking a gander inside the help forum and reading up about the turf portion. It makes a huge different later in the game.

At this point, just assume all are inactive 😜

Cap everything - it doesn't change income unless you tear them down

Also, there are no rules, do what you want
