Well I capped him like 2 times before .. He's inactive and some1 elce capped me and I went back to cap the inactive guy and it says I need 10% of he's influence

No,you have more than 10% of his influence ie- he has 10 you have 100+ basic math.

Stops big players being bullies.

In order to cap someone, they have to have at least 10% of YOUR influence.

Sorry... I worded that poorly. What I meant to say was that that player will never be affecting that income in that area.
