Yes. Surprisingly for a game as neglected as this one is by the developer, the "get help" button on the home page is reasonably accurate and up to date.

Read about vendettas there, then if you have more questions use the help and strategy forum or send a private message to LUCA, Nexx, or Kilker Whale, who can explain the best ways to use vendettas against people who no longer play.
