As for me, the way is see it is that the West Coast started out quietly and the East Coast started fighting sooner.
In the beginning, if you recall, San Fran was a heavy area due to "population density" and Nixon kept a tight rule over that town.
Remember Eli's thread: "Hollywood is Burning". There was West Coast action early.But the population density and the propensity to play pushed the East Coast to more action earlier. LA and San Diego are spread out. California is a huge state. Plenty of players but plenty of room. That's my two pennies worth.
