At what level does it become acceptable mess? Eg is it fair for me with 13k mob to cap someone with 6 or 7k?

That's why the 10% influence rule exists. If a 500 mob player has a high enough influence for a 9K mob to cap, then they have expanded too much for their mob size and deserve to be capped. If they want to stay safe they need to mob up or drop their influence.
