What alliances will take a noob like me and what do they do and are supportive of lower levels and do they help you and how to join

Most won't necessarily take you into the alliance but they can help you. Your best bet is to talk to the bigger players in your area. Check the leader boards. If you look around you can find friendly players to help you out

yeah. Look at the top of your state inflience amd mob boards. Trust me that player loves to share his knowledge. Very good guy. :) some call him a drama queen though.
