Update to News Feed for attacks

Hey everyone,
Just a quick note that we've improved the accuracy of the times displayed in your News Feed. Now fractions of a second in the "X seconds ago" text will display for up to 10 seconds, instead of just 1 second as it was before. The seconds are also properly rounded normally now (i.e. 1.5->2.0 instead of 1.5->1.0), instead of rounded down, so you won't see up to 6 attacks marked as "1 second ago."This is due to player concerns that some players were allegedly exceeding the 3 attacks/second limit imposed by the server. This is a per-player limit that is tracked on the server, and it can't be exceeded, even if players are using multiple devices. Please note that this update fixes an issue in the display of the times; the server attack limit was working as expected, as it has since September of 2012.
