well i had my turf attacked to day and many went from 64 to 20 or below, and i still have all the upgrades up to warehouse but not the influence... how do i get the influence back? thank you :)

heal them. and the inf will
come back over time.

Don't. Let them heal on their own. They usually do that overnight.
