I am in an area with little to no competition and have taken over every city I have passed through while working my way to an airport, I want to keep the capo titles of these cities as they are my home town, but also need to destroy some to work my way to San Francisco airport.
How many turfs should I leave in each city to keep capo title? -
You need the most influence so it's different for every city. Some you can be capo at 1 pin, others take hundreds or thousand of 86inf turf.

Keep only what you need to have more influence than the guy closest to you in influence in each town you are capo of.

So I see the capo of San Francisco only has 2 turf there, how can they still be capo ?

if they have to many turf you can just cap and take down until the limit is more acceptable for you. so if they have capo with a hundred turfs there and you want it, but only want to use say... .5 turfs because that's all the city is really worth, cap them down to 4 turfs and presto! you have your capo. you might have to cap a few more people, anyone with more than 5 turfs but you will build a nice rep and get mad respect for it.

Capo title don't really do much for you. Correct me if I'm wrong, but really only 2 things:
1. You don't pay police in that city.
2. You possibly paint a target on yourself if someone else wants the capo (usually smaller players).I wouldn't worry about being Capo unless you just want something for a trophy (i.e. Capo of Dildo).

lex is right about the capo title but some people collect them and that's their thing. also sometimes you can use them as alarms if you are being hunted down people will trip your capo and it gives you a little warning that they are there.

Use the influence leaderboard, work your way down to each city.
If you have 10 turf and 860 influence, and the number 2 guy has 86 influence, you can keep the capo with 2 turf. 1 turf if you add loot upgrades. Which is risky as people like to take loot turf.
If you're the only player there, you can get rid of as many turf as you want.
Capos are cool, a game defined objective, fun for new players to get. However, it is more beneficial to have turf making high income. As your mob grows and upkeep goes up, and cost of planting turf increases, money serves more of a practical purpose than capos.
